Prefab Home Permits: A Landowner’s Roadmap

Building a modular home in Loudoun County involves two coordinated systems: Virginia oversight of the factory-built modules and local review of the installation, foundation, site work, utilities and occupancy. Treating those as one synchronized project is the key to avoiding late design conflicts.


Updated August 13, 2026. Requirements vary by property, scope and jurisdiction. Confirm the current process with Loudoun County, the applicable incorporated town, Virginia DHCD, VDOT and the licensed professionals responsible for your plans.


First, understand the state-versus-local split

Virginia regulates modular buildings as industrialized buildings. The Virginia Department of Housing and Community Development explains that local code officials handle permits, site inspections and the certificate of occupancy for installation and related site work, while the registered factory-built components are accepted without reopening concealed factory-inspected work.


In practice, your manufacturer’s state-approved documents must coordinate with site-specific drawings and local permit requirements. The division of authority does not remove the need for a local building permit, foundation information, trade work, site approvals or inspections.


1. Confirm the reviewing jurisdiction

Loudoun County states that permits must be obtained from the appropriate county agencies and, where applicable, incorporated towns. Building and Development issues building and grading permits countywide and zoning permits outside incorporated towns. Start at the county’s Permitting page and confirm which office reviews zoning for the parcel.


Record the parcel identification number, property address, zoning district, overlay districts, subdivision or easement constraints and whether the site lies within a town. Do this before relying on a standard permit checklist.


2. Resolve zoning and a workable site concept

Confirm that the intended dwelling and accessory uses are allowed and that the proposed location can satisfy setbacks, lot coverage, height, access and other applicable standards. A conceptual site plan should show the home, driveway, parking, well and septic areas or utility connections, grading limits, drainage, construction access, module staging and crane position.

3. Coordinate well and septic—or public utilities

For private systems, Loudoun County says a Well & Septic Application is required and must be supported by work from an appropriately licensed private-sector provider. The design and documentation must comply with applicable state and county requirements.


Reserve the approved septic area and replacement area from conflicts with the home, driveway, utilities, grading, retaining walls and crane operation. For public water or sewer, confirm availability, connection points, easements, fees and lead times with the provider.


4. Verify the road entrance and delivery route

If work affects a state-maintained road, review VDOT land-use permit requirements. In addition to being required for new entrance construction, VDOT notes that a permit may also be required when an existing entrance is modified because of a change in land use, traffic volume or traffic type.


A code-compliant permanent entrance is not automatically adequate for a long module carrier and crane mobilization. Check turning paths, grades, width, overhead clearance, culverts, bridges, roadside geometry, temporary access and staging with the transporter and set team.


5. Align manufacturer drawings with the foundation

Obtain the manufacturer’s approved plans, data plate or certification information, design loads, bearing points, module dimensions, utility entry locations and connection details required by the local submission. The site-specific foundation design must match those loads, elevations and attachment conditions.


Freeze the relevant dimensions before foundation construction. A mismatch between factory drawings and field concrete can delay the set and require engineered corrections.


6. Assemble the residential permit package

Loudoun County lists new homes among the projects requiring permits and identifies required residential construction permits on its Residential and Commercial Construction Permits page. Use the current county checklist for the project rather than copying a package from another parcel.


Depending on the site and scope, the submission may involve zoning, building, electrical, plumbing, mechanical, gas, grading or land-disturbance, well and septic, entrance and other agency reviews. Your design team should identify which drawings satisfy each reviewer and which approval must precede another.


7. Plan grading, drainage and erosion controls

The site plan and construction sequence may need to address limits of disturbance, erosion and sediment controls, stormwater, drainage, retaining structures, steep slopes, floodplain, soils, clearing and stabilization. The exact approvals depend on parcel conditions and the amount and type of work.


Do not separate these decisions from the foundation and delivery plan. Excavation, stockpiles, trenches and permanent drainage features can block carrier or crane access if they are sequenced too early.


8. Coordinate trade permits and utility releases

Identify who pulls each trade permit and who owns the work from the factory termination point to the site system. Electrical, plumbing, mechanical and gas responsibilities can cross manufacturer, set crew and local-trade scopes.


Utility applications, easements, trench inspections, meter locations, temporary power and service releases can have lead times outside the building-permit schedule.


9. Satisfy pre-set conditions

Before delivery, verify permit status, foundation readiness, survey or elevation checks, bearing surfaces, anchor or attachment components, access, temporary road capacity, crane pad conditions, staging, overhead clearance, weather protection and the inspection sequence.

10. Complete inspections and certificate-of-occupancy work

After the set, remaining work may include structural connections, weatherproofing, marriage-line completion, utility and mechanical connections, porches or stairs, exterior finish, final grading, testing, trade inspections and correction items. Confirm which inspections must happen before work is concealed.


The project is complete only after the required local approvals and certificate of occupancy—not when the modules are placed.


Build a permit responsibility matrix

List every submission and approval with its responsible party, prerequisite documents, reviewer, status, target date and permit number. Include the owner, manufacturer or dealer, architect or engineer, surveyor, site contractor, well and septic provider, foundation contractor, transporter, set crew, crane company, trade contractors, utility and locality.


This simple matrix exposes gaps such as “by others,” duplicate assumptions and approvals nobody has been assigned to obtain.


Common causes of delay

Frequent problems include selecting a house before validating the building area, incomplete site information, manufacturer and foundation drawings that do not match, unresolved septic or utility routes, an unverified entrance, missing trade scope, long agency or utility lead times and scheduling the set before prerequisite inspections.

Another common problem is treating a resubmission as a surprise. Budget time for comments, coordinated revisions and updated documents.
