The Correct Site-Development Sequence for a Modular Home in Virginia
There is no single construction sequence that fits every Virginia modular-home project. Soil, access, utilities, permits, weather, manufacturer requirements and contractor availability can change the order. But there is a reliable principle: resolve the dependencies before scheduling the work that depends on them.
The following planning sequence helps landowners see the full path from raw parcel to module set. Your locality, engineer, manufacturer and contractors should confirm the final project-specific order.
Phase 1: Feasibility before commitment
Confirm jurisdiction, zoning, setbacks, buildable area, title or easement constraints, well and septic potential, utility availability, preliminary grading needs and modular delivery access. Test the intended home size and orientation against the real site—not only the parcel acreage.
This is also the time to develop an early all-in budget. Separate the factory house price from land, professional services, permits, site work, foundation, transport and set, utility connections, finish work, financing costs and contingency.
Phase 2: Preliminary site plan and house fit
Place the proposed home, driveway, parking, septic system or sewer connection, well or water line, power route, grading limits and delivery staging on one coordinated concept. Confirm the modules can reach the crane position and that permanent utility locations will not obstruct delivery.
Avoid finalizing a house model in isolation. Changes to footprint, garage location, entry orientation or foundation type can affect excavation, septic layout, drainage and crane reach.
Phase 3: Investigations, design and scope definition
Complete the survey, soils or wastewater work, engineering and other investigations required for the parcel. Obtain manufacturer plans and load information early enough for the foundation and local permit set to match the actual home.
Define responsibility in writing. Identify who owns clearing, temporary access, erosion controls, excavation, foundation, sill or attachment details, crane and set, weatherproofing, utility connections, inspections, porches, decks, garages, interior closeout and final grading.
Phase 4: Permits and approvals
Submit coordinated documents rather than treating each permit as a separate puzzle. Zoning, building, grading, entrance, well, septic and utility approvals may involve different reviewers and dependencies. An approval delay in one area can affect factory scheduling and contractor mobilization.
Do not schedule production or a fixed delivery date solely from an optimistic permit estimate. Confirm what approvals and site milestones the manufacturer requires before production, transport or set.
Phase 5: Access, erosion controls and initial site preparation
Establish approved construction access and required erosion and sediment controls before broad disturbance. Clear only what the plan requires, protect designated areas and maintain a route that can later support heavy delivery and crane equipment.
Temporary construction access and the final driveway are related but not identical. Some final surfaces are better installed after heavy work, while the subgrade, entrance geometry, culverts and load capacity may need to be addressed early.
Phase 6: Underground utilities and wastewater coordination
Sequence well, septic, sewer, water, power and communications around excavation, foundation and delivery. Some elements must be in place early; others should wait until heavy equipment is finished. Preserve required separations and do not place permanent features in crane or module paths.
The correct order is project-specific. Your utility providers, septic professional, civil or foundation team and site contractor should agree on sleeves, penetrations, elevations, connection points and inspection timing before concrete is placed.
Phase 7: Excavation and foundation
Build from approved plans that match the manufactured home. Confirm dimensions, elevations, bearing points, attachment details, access openings, utility penetrations and tolerances. A small mismatch can become a large set-day problem.
Before delivery, verify that required inspections are complete, the foundation is ready to receive the modules, access is stable, the crane pad or position is prepared and weather contingencies are understood.
Phase 8: Delivery, crane and module set
Set day is a coordinated operation involving transporters, crane crew, set crew, manufacturer or dealer representatives and the site team. Confirm arrival sequence, traffic or road constraints, staging, crane setup, safety zones, communications, weather limits and the plan for immediate dry-in.
Keep the module route free of parked equipment, stockpiles, trenches, new utility fixtures and low branches. The site should be prepared for the actual transport geometry, not just for a conventional moving truck.
Phase 9: Connections, closeout and certificate of occupancy
After the set, complete structural connections, roofing and weatherproofing, mechanical and electrical connections, interior marriage-line work, site-built additions, porches or decks, final grading, drainage, driveway finish, landscaping and all remaining inspections.
Track punch-list items by responsible party. The factory, set crew, general contractor and site trades may have different warranties and completion obligations.
Common sequencing mistakes
Frequent problems include buying the house before validating the parcel, designing the septic field without the delivery plan, installing permanent utilities in the crane path, pouring a foundation before final manufacturer coordination, finishing a driveway too early, and booking delivery before permits or site milestones are secure.

A useful schedule shows not only dates but dependencies: what must be approved, designed, ordered, inspected or paid before the next task begins. That is the difference between a list of trades and a coordinated project plan.
